the bolt that holds the blade turns but so does the “housing “under the blade. so ths whole thing turns i can,t lossen the bolt anymore, and i can,t get under the blade to hold so just the bolt turns. if i drop the deck can i get to blade ‘housing”?

Smack the wrench with a mallet. the impact will loosen the nut. an impact wrench would work better if you can get your hands on one. Be careful. when you smack the wrench it might jump off the nut. Also check the threads, the nut might loosen clockwise instead of counter clockwise
