When drawing rotation in a Newman projection, do you rotate the back carbon or the front carbon?

Can you rotate both carbons? What’s the general rule for rotating the carbon atom(s) when you want to show another conformation?

I usually rotate the front, but it doesn’t really matter – rotating the back is equivalent.
